UPOU EDUCATION SUPPORT FOR CONTRACT OF SERVICE STAFF
(CAC Meeting 12 August 2025)

The UPOU Education Support for Contract of Service (COS) Staff aims to support the professional development of COS staff while they have a valid contract at the University. Recognizing the need to continuously upgrade their knowledge, skills, and attitudes (KSAs), the Education Support provides a 100% discount on tuition and other fees for COS staff admitted to any graduate or continuing education program of the UP Open University.

Deadline for submission of applications: extended until 17 August 2025

Eligibility:

  1. The applicant must have a valid contract in any office or unit of UPOU co-extensive with the semester or term for which the education support is applied for:

Admission to a Program

  • The applicant must be officially admitted to any graduate program offered by UPOU. This also includes the Professional Teaching Certification (PTC), micro-credential courses, and continuing education program (CEP) courses
  • They must comply with all admission requirements and follow the official admission process of the University.
  • The applicant must not be a grantee of any scholarship grant to avail the Educational Support.

How to Apply?

a. Applicants must submit their application during the enrollment period, along with the following documents:

    1. Letter of intent or application addressed to the Chancellor to be endorsed by the Unit Head.
    2. Completed Application Form (OSA-SFSP Form 4A)
    3. Permit to Study (OSA-SFSP Form 4B) signed by the applicant’s immediate supervisor or head of unit
    4. Copy of the Admission Slip (as a regular student) and not on a probationary status issued by the academic program (for newly admitted students)
    5. Copy of the Registration Form (Form 5), to be submitted after enrollment

b. All applications will be processed by the Office of Student Affairs (OSA) Scholarships Program and forwarded to the UPOU Committee on Scholarships and Financial Assistance (UCSFA) for evaluation and approval.

c. Grantees are allowed to enroll in a maximum of six (6) units per semester.

  1. The education support provides a 100% discount on tuition and other assessed fees. 
  2. To remain eligible, the student must maintain passing grades in all enrolled courses and complete all courses within the semester. The student must not incur a failing grade (5.0) or an unauthorized dropping or DRP.
  3. The Education Support is valid only while the staff has a valid contract at UPOU. In case that the contract is discontinued or not renewed, the education support shall also be terminated.
  4. If the student intends to go on a leave of absence (LOA), they must complete the LOA filing process and notify OSA.

Procedures and Conditions for Renewal:

a. The Education Support is renewable every semester or trimester.

b. To renew the education support, the student must submit the following documents prior to enrollment:

    2. Permit to Study (OSA-SFSP Form 4B) signed by the applicant’s immediate supervisor or head of unit;
    3. Copy of the grades from the previous semester/trimester (with no failing grade (5.0) or unauthorized dropping (DRP);
    4. Copy of the Registration Form (Form 5), to be submitted after enrollment

c. Other Renewal conditions:

  • The Education Support will not be renewed if the student receives a grade of 5.0 in any course.
  • If the student incurs a grade of 4.0 or EXT, they must complete the required removal or completion process and pass the course within the prescribed period of completion/removal (one year). 
  • A student who receives a 5.0 or an unauthorized DRP must first regain good academic standing before they can be reinstated and reapply for the Education Support.

Termination and Discontinuation:

a. Following proper evaluation and review, the Education Support may be revoked or discontinued if any of the following conditions occur:

  • The student fails to enroll in the required course(s) as prescribed in their academic program;
  • The student Resigns from UPOU or the contract has been discontinued. A copy of the resignation letter duly accepted by the Unit head should be provided to OSA;
  • The student is tagged as AWOL (Absent Without Official Leave) by their unit, or the student is found to have committed any act of academic dishonesty or serious violations of university policies, subject to due process.
