Scholarship and other Financial Assistance

The Scholarship and other Financial Assistance includes the UP Grants-In-Aid Program for undergraduate students and other financial assistance programs made through the generosity of donors and institutions that have joined UPOU in providing better opportunities for education. As of now, UPOU has a limited number of scholarship grants and other forms of financial assistance available to qualified students.

The Iskolar ng Bayan Act (RA 10648) was signed into law to democratize access to higher education for deserving public high school graduates.

Eligibility

UP will accept applications from high school graduates who satisfy the following conditions:

  • Must be a Filipino citizen
  • Must have graduated from a Public High School in the Philippines within two (2) years before AY 2024-2025
  • Must provide a certification from their public high school, duly signed by the School Principal, that the applicant belongs to the top ten graduating (Grade 12) class students.
  • Must be enrolling for the first time in college and has no credited previous college work
  • Must have obtained a UPG rating (UP Open University UPG cutoff score is 2.800) as the minimum for a student to qualify for the UP campus where the student filed an INB application

Application

  1. Eligible individuals must fill out the application module and complete a set of application requirements through the DIWA Portal: https://diwa.up.edu.ph/
  2. A certification from their public high school, duly signed by the School Principal, that the applicant belongs to the top ten graduating class students
  3. Notice from the Office of Admissions indicating the student’s UPG

Note: Incomplete requirements will not be evaluated

The Student Learning Assistance System Online will accept applications to accommodate UP students who are seeking to apply for Student Learning Assistance through additional financial aid (UP Grants-In-Aid Program), and other support programs (Tertiary Education Subsidy [TES], Donor-funded scholarships, and Student Assistantship/Graduate Assistantship [SAGA]).

The SLAS online will accept applications on the following schedule:

Learning Assistance Application Period January 17–24, 2024
Release of Results January 25, 2024
Submission of Appeals January 25-31, 2024

During the application period, kindly take note of the schedule. Applicants can file an appeal for higher financial assistance through SLAS online during the appeal period.

Results of the appeal will be released after the deliberation of the UPOU Committee on Scholarships and Financial Assistance. Additional documents or proofs may be requested from the student applicants.

Qualifications

  • Open to undergraduate programs (except Freshmen) in any Bachelor Degree and Graduate Programs (Masters and Doctorate)
  • Must be a continuing student (Year Level: 2nd year and above)
  • Must be a natural-born Filipino citizen
  • Must be a bonafide UPOU student enrolled for the current semester
  • Must have a GWA of 1.75 with no grade of 5.00, 4.00, or EXT in the semester immediately following the application. All grades of 4.00 or EXT must be removed or completed.

Requirements

  1. Accomplished application form with one 2×2 photo
  2. Current income Tax (ITR) and /or W2 of parents, if the applicant is working, his/her income Tax Return and/or W2; If married, attach ITR and/or W2 of a spouse. If income is derived from business, attach income statement; If exempted from filing, attach BIR Cert. of Exemption; If parents are unemployed, attach notarized affidavit of unemployment, indicate approximate income earned
  3. Birth Certificate

    • Undergraduate Students – 2.75 or better

  • Must be nominated by home government
  • Must have the ability to carry academic work in UPOU as indicated by previous scholastic performance
    1. Transcript of academic records
    2. Letter of recommendation from at least three (3) former teachers
    3. Entrance grade requirement GWA of 1.75 for both Master’s and PhD programs.
  • Must satisfy the admission requirements for the graduate study of the UPOU.
  • All non-English speaking candidates must have taken and passed the Test of English as a Foreign Language (TOFEL).

For New Students

  • Have been admitted into a program as a regular student.
  • Be enrolled in the discipline stipulated in the grant.
  • Fulfill specific requirements/conditions of a particular grant.
  • Have a general weighted average (GWA) as follows:
    1. For UP Graduates
      1. First Priority 1.0 – 2.29 or its equivalent
      2. Second Priority 2.3 – 2.79 or its equivalent
    1. For Non-UP Graduates
      1. First Priority 1.0 – 1.99 or its equivalent
      2. Second Priority 2.0 – 2.59 or its equivalent
  • Be willing to abide by the terms and conditions of the contract.

For Continuing Student

  • Must be a Filipino citizen
  • Have been admitted into a program as a regular student.
  • Be enrolled in the discipline stipulated in the grant.
  • Fulfill specific requirements/conditions of a particular grant.
  • Meet the general weighted average (GWA) at least 2.0 and have passed all courses during the previous semesters.
  • Must have a combined annual gross income of parents/guardian not exceed Two Hundred Thousand Pesos (Php 200,000.00 – Gross, Personal) and not more Three Hundred Fifty Thousand Pesos P350,000 (Gross, Family – for dependent)
  • Be willing to abide by the terms and conditions of the contract.

Requirements

  1. Accomplished application form with one 2×2 photo
  2. True Copy of Grades from previous semester(s)
  3. Copy of the latest Certificate of Enrolment/Form 5
  4. Latest Income Tax Return (ITR or guardian) and BIR Form 2316 for fixed income earners of parents/guardians, if employed; or a Case Study prepared and issued by the Municipal Social Welfare and Development Officer who must be a licensed social worker, affidavit of income or Certificate of Tax Exemption from BIR of parents/guardian, if not employed
  5. Certificate of Good Moral Character from the employer or last school attended
  6. Certification of Employment and permit to study OSA-SFSP Form 5) if applicable

  • Must have an average at least “2.00” on minimum in all subjects taken.
  • Must be financially needy (parents annual gross income must not exceed P 250,000.00).
  • Must not have been subject of any disciplinary action.

General Criteria of Student Representative

  • Must be continuing student of any UPOU Graduate and Undergraduate program.
  • If freshmen, must have finished at least one (1) semester in the University.
  • Officially enrolled in the University upon appointment
  • Able to communicate clearly and effectively, reliable and willingness to be the UPOU student representative
  • With good academic standing
  • Must not have a pending disciplinary case in the University
  • Able to share ideas or insights with other CSFA members
  • Has an experience in being a member/part of any committee in an organization High School organization or any organization)
  • Must have knowledge on the conditions of fellow students or become aware of the issues concerning the support needs of the students
  • Not authorized to make any formal or informal decisions on behalf of the University

The Committee on Scholarship and Financial Assistance has the following functions:

  1. Oversee proper management of scholarship funds;
  2. Select scholars based on criteria set by UPOU and/ or the Grantor;
  3. Review remuneration of the grant based on the criteria; facilitate issuance of scholarship contracts;
  4. Renew/terminate scholarship contracts;
  5. Set-up criteria for scholarship awards; and
  6. Enforce the rules and regulations in awarding scholarships
  7. Review and study the policies and guidelines of the existing scholarship and financial assistance programs administered by the University
  8. Recommend improvements, if needed, to higher scholarship bodies
